Developing Local Communities through Sustainable Tourism: A Roadmap

Key insight: Most community tourism projects don’t fail because the idea was flawed. They fail because an outside agency builds the infrastructure, cuts the ribbon, and leaves — handing the community a project it never truly owned. That’s exactly where this roadmap begins.

That honest starting point is what makes the document useful. Instead of recycling the usual optimism about “empowering communities,” it offers a method: it places the community as the main entity — the one that decides, manages, and captures the value — rather than a backdrop to be photographed.

Everything else follows from that. The roadmap walks through the full lifecycle of a community initiative: mapping a place’s natural, cultural, and human assets; building a shared vision with concrete objectives; designing management structures that leave real seats for women, youth, and historically excluded groups; developing tourism products sustainably and accessibly; growing local capabilities; and measuring results with clear indicators — weighing the negative impacts, not just the benefits.

What keeps it grounded is that it shows its work: it closes with nine real case studies — China, India, Malaysia, Colombia, and Mauritius — that turn principles into examples of what held up and what broke.

Why it matters to our sector. Although the document never says the word “park,” it answers the two questions beneath every public space we work on: who benefits, and who decides? A park financed without local ownership, programmed without local voice, and maintained without local attachment fails for the same reasons a tourism project does. Read this way, the material is really about the conditions under which a community takes lasting care of a shared place — the very business of parks and recreation.
